"PA 110 e Lode": Link Campus University is taking action for the education of the Public Administration Employees

The Department of Civil Service of the Presidency of the Council of Ministers and Link Campus University signed an important institutional partnership as part of the "PA 110 e lode" initiative of the Ministry of Public Administration and the Ministry of Universities and Research, which allows all civil servants who wish to do so to take advantage of an incentive for access to university education on Bachelor's Degrees, Master's Degrees and Specialization Courses.In implementation of the National Recovery and Resilience Plan (NRP), the training of civil servants will be supported with a view to reskilling, for example, the acquisition of new skills useful for meeting the new challenges of public administration, and upskilling, namely the expansion and specialization of knowledge and skills that are already part of individuals' professional background.


Purposes of the protocol

The subject of this implementation agreement is the identification of the courses of study to be activated starting from A.Y. 2021-2022 and the procedures to ensure the enrollment of staff serving in public administrations.

Admission requirements for degrees, masters and advanced training courses

In order be admitted to the courses of studies, and masters and specialization courseds, it is necessary to meet the admission requirements provided by Link Campus University and the relevant laws.
The maximum number of civil servants who may be admitted to the courses of study is determined in such a way as to ensure compliance with the sustainability criteria in terms of reference teaching of the same courses.
Admission is also allowed for students who attained diplomas from four-year institutions of higher secondary education at which the integrative year was not active. In this case, even as an exception to the current University regulations, the Additional Educational Obligations will be fulfilled according to the type of students.
The training offers indicated do not provide for selective entrance tests nor are they limited in number.
The maximum number of civil servants who may be admitted to the Courses of Study referred to in Article 2 shall be determined in such a way as to ensure compliance with the sustainability criteria in terms of reference teaching of the same Courses.

Frequency to the courses of study

Attendance of face-to-face lectures of the courses of study mentioned in Article 2 is not compulsory.
Teaching is delivered in presence and simultaneously at a distance in synchronous mode (through videoconferencing platforms), as well as at a distance in asynchronous mode (through the provision of videotaped lectures).
Proficiency tests are conducted exclusively in-person.
Any propaedeuticities between profit examinations indicated in the Teaching Regulations of the courses of study mentioned in Article 2 are not applied.

Tuition Contributions

Notwithstanding the University Regulations, the amount of the all-inclusive single contribution to be paid by the civil servant student is fixed and equal to 67% of the current tuition, regardless of the Isee value.
In addition to the contribution set by the University, the regional fee, a tax imposed by the Lazio Region, will be due. The amount of the regional fee is 140.00 euros. To the amounts indicated must be added the 16 euro stamp tax as well as secretarial fees where due.
Civil servants enrolled in the Courses of Study referred to in Article 2 who benefit from the single all-inclusive contribution of a fixed amount referred to in this Article may neither apply for reimbursement of tuition fees as a result of obtaining scholarships, if any, nor for the benefit of the reduction based on their Isee for the right to university study.
Civil servants enrolled in the Courses of Study referred to in Article 2 shall benefit from the single all-inclusive contribution of a fixed amount referred to in this Article for enrollment in subsequent years if they earn at least half of the CFUs required for each year of the course and for a maximum number of years equal to the legal duration of the course plus two.

Registration Modality

A civil servant student who intends to matriculate in one of the courses mentioned in Article 2 will be required to follow the directions given on the dedicated web page.
Payment of tuition is made by the methods described on the dedicated web page.
Payments made by methods other than those indicated are not allowed.

Communication of membership lists

The University will notify the Department of Public Works, within three months after the deadline for enrollment, of the list of matriculated students who have selected the status "Public Employee" during enrollment.
The aforementioned lists will indicate the first name, last name, tax code, matriculation number assigned by the "Link Campus University," undergraduate level I and II, master's level I and II, training and higher education course, and the public administration to which they belong.
The Civil Service Department within the next three months shall notify Link Campus University of the outcome of the findings on the actual civil servant status of each student.

Charges to be paid by the Department of Civil Service 

In order to encourage the widest possible participation in Level I and II university study courses, Level I and II master's degree courses and training and higher education courses referred to in Article 3, with a view to developing the skills of civil service employees, the Civil Service Department may provide, at the end of each academic year, for each enrolled civil servant student, a refund of part of the registration fee paid, only where the criteria are met.
The share of reimbursement, if any, chargeable to the Department of Civil Service will be defined by the Department in its own subsequent order; the manner of disbursement of reimbursement, through the University, will be defined with the University in a subsequent order.
The Department of Civil Service shall provide the University with a contribution for the implementation of this Agreement, to be quantified also in relation to the number of civil servants accessing the training offer, in compensation for general organizational, logistical and instrumental costs, defined by its own subsequent measure. Said contribution will be paid into the current account indicated by the University.

Course abbreviation and part-time

A course abbreviation can be obtained upon matriculation for those who already hold an Italian or foreign degree, or an interrupted academic career.
The possibility of agreeing, at the time of matriculation or during the subsequent years of enrollment, on a course of study with a number of credits varying between 18 and 45 credits instead of the stipulated 60 credits/year (so-called part-time) is allowed, in order to avoid going off course.
Those who obtain permission for the part-time scheme are entitled to a reduction in tuition fees to the extent shown in the scheme below:

  • first and second year of part-time: 90% of tuition fees;
  • third year of part-time: 80% of tuition fees;
  • subsequent years of part-time: 60 percent of tuition fees;.
