He was born in Catanzaro in 14 march 1972. In 1995, when he was 23, he attained a Degree in Law at the “La Sapienza” University in Rome, with discussion of the dissertation in tax law and final mark 110/110.
He is a member of the Bar Association of the Free Court of Rome: he was appointed in 2000, at the age of just 28, in 2012, at the age of just 39, he became a Court of Cassation.
An expert in drafting, he served as Legal Advisor and Legal Advisor at the Presidency of the Council of Ministers from 2000 to 2004 and from 2018 to 2020.
Currently, he is a member of the team set up, pursuant to Article 95 of the Italian Constitution, by the Minister of Infrastructure and Transport, Matteo Salvini, for the monitoring of major works and the implementation of the Contracts Code, Legislative Decree n. 36/23.
He provides legal advice and assistance to leading domestic and foreign companies in the fields of regulation, competition and relations with the state and public bodies.
He is co-author of monographs and articles on procurement, public services, environment and tariffs.
