I rappresentanti di dieci università libiche e di tre organizzazioni europee, si sono virtualmente riuniti lo scorso 11 Novembre per celebrare l’avvio ufficiale del progetto “LIBYA UP – Labs of Innovation and Business for Young Actors of start UP”.
Quest’ultimo è una iniziativa di Capacity Building nel settore dell’alta formazione, co-finanziata dal programma europeo Erasmus+ e intrapresa dalla Link Campus University (LCU) con il coordinamento del project manager Raffaele Longo, la visione della progettista Valentina Caferri e la guida scientifica dell’innovatore Dario Carrera.
Il progetto vuole creare in Libia, nell’arco di un triennio, un modello nazionale innovativo di management accademico (tramite l’istituzione di “Uffici di Trasferimento Tecnologico” in ogni università partner), in grado di generare collegamenti virtuosi tra ricerca scientifica e mercato del lavoro locale che favoriscano la crescita e la diversificazione dell’imprenditorialità (in particolare giovanile) e conseguentemente un tasso di occupazione maggiore.
Il raggiungimento dell’ambizioso obiettivo prevede la realizzazione, tra le altre cose, di analisi qualitative e quantitative, di costanti sessioni formative teoriche e pratiche tra esperti internazionali e stakeholders locali, nonché l’approvvigionamento diretto alle università libiche delle attrezzature tecniche utili a installare e avviare le prime postazioni di lavoro.
L’incontro online ha sostituito l’evento fisico inizialmente programmato nella primavera 2020 presso la sede della Link Campus University in Roma e continuamente rimandato a causa della restrizioni internazionali necessarie a contrastare il Covid19.
I partner hanno goduto ugualmente dell’opportunità di confrontarsi approfonditamente e animatamente tra i vari punti di vista, sulle necessità/priorità organizzative e finanziarie da affrontare, nel breve e lungo periodo, per garantire l’efficace prosecuzione del progetto. É stato articolato un piano di azione condiviso contenente anche le misure contingenti in grado di mitigare gli effetti della crisi geo-politica locale, da un lato, e della crisi sanitaria globale, dall’altro.
Il Kick Off Meeting è stato altresì un autorevole palcoscenico per presentare reciprocamente i primi risultati delle ricerche di mercato in cui i partner si sono già da ora cimentati, in cooperazione tra loro, per apprendere lo stato dell’arte del “trasferimento tecnologico” nell’area del Nord-Africa e dell’Unione Europea.
L’augurio conclusivo è quello di potersi incontrare dal vivo il prima possibile, per poter valutare le ricadute del progetto all’interno del sistema paese e programmare altre fruttuose collaborazioni.

The representatives of ten Libyan universities and three European organizations virtually celebrated on November 11th the official launch of the project “LIBYA UP - Labs of Innovation and Business for Young Actors of start UP”.
It is a Capacity Building initiative in the Higher education sector, co-financed by the European Erasmus+ program and undertaken by Link Campus University (LCU) with the coordination of the project manager Raffaele Longo, the vision of the designer Valentina Caferri and the scientific guide of the business innovator Dario Carrrera.
The project aims to create in Libya, over a three-year period, an innovative national model of academic management (through the establishment of "Technology Transfer Offices" in each partner university), capable of generating virtuous links between the scientific research environment and the local market of work, in order to foster the growth and diversification of entrepreneurship (especially of young people) and consequently a higher employment rate.
The achievement of the ambitious goal imposes the realization, among other things, of qualitative and quantitative analyzes, of constant theoretical and practical training sessions between international experts and local stakeholders, as well as the direct supply to Libyan universities of the technical equipment useful to install and start the first workstations.
The online meeting replaced the physical event initially scheduled in spring 2020 at the Link Campus University headquarter in Rome and continually postponed due to the international restrictions necessary to fight the Covid19.
The partners enjoyed the opportunity to discuss in depth and animatedly between the various points of view, on the organizational and financial needs/priorities to be addressed, in the short and long term, to ensure the effective continuation of the project. A shared action plan was developed at the end. It also contains contingent measures to mitigate the effects of the local geo-political crisis, on the one hand, and of the global health crisis, on the other.
The Kick Off Meeting was also an authoritative stage to mutually present the first results of market researches already realized in cooperation by the partners, to find out the state of the art of "technology transfer" in the North Africa and European Union areas.
The final hope is to meet live each other as soon as possible to evaluate the effects of the project within the Country System and plan other fruitful collaborations.
